Jay Bays is a seasoned construction estimator and project advisor with extensive experience in transit and heavy civil infrastructure. With a background that spans field work, operations, and senior estimating roles, Jay brings a practical, hands-on understanding of how projects are built. Since 2009, he has specialized in cost estimating, budget development, and management support for CM/GC, design-build, and low-bid transit projects across the country.
Career Journey
Jay began his career in the field as a laborer, gaining early exposure to the practical challenges of construction. He spent the next four years with Stacy and Witbeck, supporting project delivery and building foundational experience in transit construction.
He then joined a DBE civil contractor in Phoenix, serving as Operations Manager and later Vice President for three years, where he oversaw project execution and business operations. Jay returned to Stacy and Witbeck as an estimator and later Estimating Manager, spending nine years leading teams and developing estimates for major transit projects.
Since 2009, Jay has focused on estimating and budget development for alternative delivery projects, collaborating closely with owners, design teams, and cost estimating groups to support reliable budget setting and procurement success.
