John is a seasoned transportation executive and Professional Engineer with more than 23 years at HNTB and over 40 years in the industry. A nationally recognized expert in alternative delivery, he has led and delivered over $6 billion in major infrastructure programs across the U.S., including design-build (DB), progressive design-build (PDB), CM/GC, and P3 mega-projects. Licensed in six states, John is known for his strategic leadership, technical depth, and ability to guide complex, high-profile programs from procurement through completion.

Career Journey

John began his career as an estimator and project engineer with Kiewit and Granite (formerly Gibbons & Reed), gaining hands-on experience in heavy highway construction. He later served as City Engineer for Sandy City, where he procured and delivered critical municipal infrastructure projects.

He then joined the Utah Department of Transportation (UDOT), serving in multiple leadership roles over six years, including Region 2 Construction Engineer, Project Director for the $1.6B I-15 Reconstruction design-build, Senior DOT Manager for the 2002 Winter Olympics, and ultimately Region 2 Director.

For the past 23 years, John has served as Senior Program Director at HNTB, where he has overseen complex alternative-delivery programs, led multi-billion-dollar pursuits, and delivered over $600 million in consulting fees while shaping major transportation initiatives across the country.
